Protracted displacement
Short answer
Protracted displacement describes situations where people remain displaced for many years without a durable solution in sight. UNHCR applies a threshold to refugee situations, and the concept is used more loosely for internal displacement where movement is long lasting and unresolved.
The wording it comes from
A protracted refugee situation is one in which No current figure or more refugees from the same nationality have been in exile for five consecutive years or more in a given host country.

In plain terms
- The idea captures displacement that has stopped being an emergency without becoming resolved.
- For internal displacement there is no single agreed threshold, so descriptions rely on duration and on the absence of durable solutions.
- Most of the worldโs displaced people are in protracted situations rather than in newly declared emergencies.
Commonly confused with
Durable solutions
Protracted displacement is the condition. Durable solutions are the three recognised routes out of it.
Why the distinction matters
- Funding cycles are annual while protracted displacement lasts decades, which is the structural reason for chronic underfunding.
- Long displacement shifts needs from emergency relief towards education, employment and housing.
- Attention and media coverage fall away long before the displacement itself ends.
